Which is still not correct. It's slightly better than that. In fact 15%
of the servers the observatory checked *require* encryption for S2S. I'm
not sure whether there is actually a statistic how many servers did not
even offer STARTTLS, but I hope/expect that number to be quite low (at
any rate not > 80%).
