[Members] Self-hosting read-only anonymous access to our current Git repo

Given we're moving the website to GitHub, seems wholly appropriate to move this stuff there, too.




I expect there may be philosophical idealist objections to GitHub, but there's value in consolidation and clarity of keeping everything at github.com/xmpp, not to mention increasing discoverability of this information by those less in the know.




I didn't even know where this content was being managed!
