[Members] limiting Editor Team members to XSF members

The editor work team is a "Work Team" as defined by the bylaws, so is
restricted to XSF Members by that definition.

Furthermore, "from among the XSF membership" says, to me, that it's
restricted to members.

The approval by Board was put there, as I recall, because Work teams are
under the Board.

See §8.3 in the bylaws.
