[Members] limiting Editor Team members to XSF members

If the Infrastructure Team *is* a formal Work Team, then yes. It does say
"Participants are recruited from among the XSF membership", too.

But in practical terms, there are people who are sort of in the
Infrastructure Team but yet aren't - I'm thinking of Jerry here, for
example. He's our hosting provider, and as such he's on the mailing list

I suspect that the Infrastructure Team as described there is, in by-law
terms, a Work Team plus selected external advisors.

My inclination would be, in general, that Work Teams *should* be XSF member
only, not because we want to restrict the membership of them, but because
we want to ensure that everyone involved inthe operation of the XSF has a
say in its leadership.
