Traditionally, the Board and Coucil both negotiate a suitable meeting
time as the first item of business. It can, and has, moved over the
years (when I started Council it was mid-evening UK time, for example,
as opposed to its current late afternoon).

I would be unable to vote in good conscience for someone who was not
intending to attend the meetings.
But given Council and Board will (presumably) arrange meeting times
that everyone can attend, I'd expect this not to be an issue.
