[Members] Changes to XSF Board tenure?

I'd go for it if it wasn't an overhead to setup, given all the comments
made here.

I observe that some board members re-apply, among which some are re-elected
the next year, which makes some of the continuity.

Also, continuity-wise, members who apply are seasoned, and members
generally tend to elect the most qualified.
