In case we figure out the process for this, I suggest a third item.
Currently, the new Board and Council take over immediately after the
vote results are announced, leading to slightly awkward situations with
Last Calls not finished and a kind of a power vacuum and disorientation.
It would be great to have a hand-over period where new Board/Council
members can be (technically) onboarded (without excerting any powers),
and old Board/Council can hand-over the daily business. The actual
inauguration could happen on the 1st of the next calendar month, or the
next-but-one calendar month to ensure a sufficient hand-over phase.
If we can consistently schedule the yearly meeting to some date in
November, the latter variant would mean that a Board/Council year is
also a real calendar year, leading to less confusion on whether this is
the 2019 or the 2020 election.
