Bigger reach (if that is of value for that XEP)

Lots of organizations and developers don't want to take any risk on IP
and shy away if there is uncertainty about tainting their code with GPL
or about getting a lock-in (and often both at the same time).

And in the hypothetical case that XMPP becomes a mandatory standard
somewhere, when a XEP is accepted as official open XSF standard, the XEP
would be only be one step away from becoming mandatory too.
