The XSF is domiciled in the U.S., so U.S. regulations would apply.
Although IANAL and I would prefer not to wade into these waters, it is
possible that advocating for forced interoperability (to the extent that
your typical open letter does) might not count as lobbying; it certainly
does not count as campaigning for particular candidates, which seems to
be the thing that usually gets non-profits into trouble here in the U.S.
