[Operators] requiring channel encryption

There are some clients which support no encryption yet, mostly mobile
clients.
agsXMPP also does not support Tls or SSL on the compact framework (PocketPc
and Smartphone) because it's not available.

But I think it's a good idea to require encrypted c2s connections on
jabber.org and work towards it for s2s connections.
People and companies which run this mobile clients without s2s can install
their own server without this policy.
