I do not think a single mecanism will solve everything. IMHO, this is  
a whole new set of methods and tools to deal with abuses, from XEP to  
sysadmin that we need to promote.
Our goal should be to provide XMPP sysadmin the tool so that they can  
sleep.quietly.
