[Operators] xmpp.org services XML file

On the http://xmpp.org/services/ page, it says that one of the reasons
for the services.xml file is for consumption by clients to populate an
IBR server field, but I just noticed that jabber.org is in the file (and
definitely has IBR disabled).

Shouldn't the submission form [1] ask for and verification list mention
checking [2] this? (and the current services checked, which I'm willing
to help with)
