Currently, the URI namespace for an approved JEP resolves to the XML 
schema or schemas for that protocol (try it!), and the schema contains 
an annotation referencing the relevant JEP, but that may be one level of 
indirection too many. (Note: this does not work for experimental JEPs, 
nor does it work for old-style "jabber:*" namespaces.)
