[Standards-JIG] Behaviour when sending a message to a negative priority resource

I was wondering what is the correct behaviour in the following case, but
did not manage to find the correct reference.

What is the expected behaviour when a client send a message to a full
JID (including resource) when this resource has set the priority to
a negative value.
The general behaviour is that messages send to the bare JID cannot be
routed to resources with negative priority.  
I would expect that the general behaviour apply, even if a remote client
directly target the full JID. This behaviour is the safest to prevent
messages loss (especially because client with negative behaviour might
not be able at all to process the messages, for example because they
have no screen).

Is it the right assumption ?
