[Standards] XEP-0115 is harmful and should be deferred

To point out the obvious, there are two non-circular solutions:

  1. Assume that caps is present and make PEP depend on caps (current option)

  2. Assume that PEP is present and make caps depend on PEP

PEP is more complicated than caps though...
