OK, I'll make a note about this for the next round of edits to XEP-0045
(there are also some messages to the muc at xmpp.org list that I haven't
processed yet...).

Except in moderated rooms, where "participant" means more than "visitor"
(both are occupants, but a visitor does not have voice).
