[Standards] LAST CALL: XEP-0308 (Last Message Correction)

I have not seen any progress on XEP-0308 for a while. We dared to put in 
a reference to this useful feature in XEP-0301.
Can we still hope that XEP-0308 will come out healthy from Last Call and 
not block completion of XEP-0301?
