[Standards] Proposed XMPP Extension: User Time Zone

Hi Peter,  

It is, but I have often wanted to put something along the lines of "Steve is in Califonia, he is 8 hours behind you". I could in theory publish the location and time zone independently but this isn't great if they actually linked.
