[Summit] FOSDEM 2013 talk proposal

We very ineffectually tried to organize this last year, but while it worked
okay between the room and the real time lounge, we didn't get our ducks
sufficiently aligned for a proper broadcast.

We might be some to arrange something with the Meetecho guys, though?
