In this case, it is the server Administrator's responsibility to make 
sure the default locale is appropriate, and that all services exposed 
via that server use that locale. Should the server still send the 
default locale in its stream:stream header to the client, so the client 
knows what the default locale is?

Also, even if a client just trusts that the server locale is 
appropriate, inbound traffic from remote users may still be in a 
different locale (because you cannot enforce any locale policy onto 
other servers). That seems appropriate.
