[Standards] Proposed XMPP Extension: GRE Formatter: MIME

The XMPP Extensions Editor has received a proposal for a new XEP. Title: GRE Formatter: MIME Abstract: This GRE Formatter uses Multipurpose Internet Mail Extensions (MIME) to format payload.
