Abstract:
This specification describes how a client can report abuse and spam in
a MUC or other group chat context.

- if reporting is reused from XEP-0377 (Blocking Command Report), should not it have its
own XEP number?
- the report is done to the MUC service, but if the service itself is malicious, maybe it
should be reported to reporting entity own server?
