If we were to finalise all XEPs prior to them entering Experimental, then
firsty what's the point of Experimental, and secondly they'd all be outside
the IPR policy, and a bad actor could then take them away and (for example)
charge access.

I have
absolutely no doubt that the ProtoXEP is not at the quality gate
we'd require for Stable, but I would like to actually bring it into the
XSF
and work on it with the rest of the participants
in this SIG, under the
XSF's IPR policy.
Seems that is already happening here :)
