Seems that is already happening here :)
A ProtoXEP Submission is prior to the IPR policy. I've not assigned
copyright yet, that happens on Publication.
If we were to finalise all XEPs prior to them entering Experimental, then
firsty what's the point of Experimental, and secondly they'd all be outside
the IPR policy, and a bad actor could then take them away and (for example)
charge access.
