[Council] VOTE: Service Discovery (JEP-0030)

The Last Call on JEP-0030 (Service Discovery) ended last Friday and by all
appearances there were no substantial objections to the protocol itself
(although there may be future additions to the parameters registered with
JANA), therefore I am proposing version 0.11 of this JEP for a vote by the
Council. Because this is a standards-track proposal, +1 indicates that you
approve of advancing this JEP to Draft, 0 indicates neutrality, and -1
indicates that you have objections.
