[Council] proto-JEP: Stream Acks

I object to this JEP for a couple of reasons:

1)  It introduces a couple of new top-level stanzas.
2)  It does not attempt to reuse anything that is already defined [other 
than XMPP-Core].

 From my perusal, it would seem AMP (or an extension to AMP) would be a
reasonable approach.
