But that doesn't appear to be voice chat, rather voice recognition.

Are there open standards for voice-over-IP, as there are for 
video-over-IP (H.263)?

I would guess that all that's necessary is to send a jabber:x:oob 
attachment giving your IP address and port number, and then the receiver 
connects using some standard voice/video protocol. But what would the 
protocol name used in the URL be?
