AFAIK the jabber:iq:browse is only used to browse the server namespace.
Vista needed a way to browse namespace in clients, and in fact, they are
using jabber:iq:browse to do so (which I see from simply spending 1 minute
to look at their document).

Well, maybe that's why they want to submit a JEP? :)  Seriously though, just
think about it for a second.  They need a way of sending messages (through
the Jabber server of course) from client add-on to client add-on.  This is
what Ashvil means by "establishing a session": a way to do packet routing
inside the client.
