This looks almost, but not quite, like XHTML-IM,
http://www.jabber.org/jeps/jep-0071.html .  XHTML-IM would look like:

<message id="m_8" type="chat" to="danp5648 at jabber.org/Exodus">
<body>hello back</body>
<html xmlns="http://jabber.org/protocol/xhtml-im">
  <body xmlns="http://www.w3.org/1999/xhtml">hello back</body>
