There are several commercial implementations (from JINC and PubSub,
etc.) as well as the open-source Idavoll component and pubsub
functionality in the ejabberd server. So it exists today, but not many
client developers have added support yet because there are not a lot of
services available.
Possible services include news/RSS/Atom feeds (that's basically the
service offered by PubSub.com), weather updates, earthquake/tsunami
alerts (the PubSub.com folks offer that as well), sports scores, stock
market tickers, geolocation information and other "extended presence"
data (see JEP-0119), and any other data that changes fairly often.
