[Operators] contact addresses

OK, so if we have the following:

domain.tld                       (hosted by central IT)
department1.domain.tld           (hosted by central IT)
organization1.domain.tld         (hosted by central IT)

department2.domain.tld           (hosted by department's IT)
organization2.domain.tld         (hosted by organization's IT)
jabber.department3.domain.tld    (hosted by department's IT)

Should we create xmpp at domain.tld, xmpp at department1.domain.tld and
xmpp at organization1.domain.tld?

Or is it sufficient to create only xmpp at domain.tld?

Will xmpp at domain.tld trump xmpp at department2.domain.tld,
xmpp at organization2.domain.tld and xmpp at organization3.domain.tld?
