Additionally, it would also require the would-be spammer to come up with
a list of servers that support in-line registration, and then cycle
through them when connecting to create accounts.

No, its not perfect, but it does make XMPP spamming more costly.  (and
let's face it, spamming is a financial activity...force costs to go up
and demand will go down...maybe not be eliminated altogether, but it
will reduce)
