[Operators] Progress on public service list

I don't know if it slipped through, but some time ago I added a draft
post to the xmpp.org wordpress named "XMPP public services list
backlog cleanup".
If somebody would have a look and proofread it, we could publish it
and finally send off the verification e-mails.
