[Operators] Annoying spam

Most registrations with immediately deleted accounts was come from 
couple /11 nets (germany, kabeldeutschland & dtag dial/dsl), so I 
disabled registration for them.
     ip:
       - "87.128.0.0/11"
       - "95.88.0.0/15"
       - "217.224.0.0/11"
