[Operators] xmpp.net outage

I was looking at the possibility of setting up a functional equivalent
to it in a couple of weeks anyway, but using the actual code would
make that trivial. I'd be really happy to run a mirror of it in
Australia. I'm about to go to bed right now, but feel free to contact
me directly. My XMPP and email addresses are identical, use either
one.
