[Operators] xmpp.net is currently malfunctional

Hi

It seems there is something broken inside https://xmpp.net/ , to which
every test requested results in

making it essentially unusable.

I am unable to ensure that it is appropriate for me to report problems
about https://xmpp.net/ . If I am wrong, could you tell me the correct
way to report them?
