[Standards] Hosting the XEP index over XMPP

Good day. The XEP index is currently hosted over HTTP, and I think that it would be a good idea to host it over an XMPP server as well. Actually, until some time ago, I have used an HTML browser just to access XEP pages, when I did use a browser.
