That’s what I’ve understood. You can add new stuff without changing namespace by putting
the new stuff into a new namespace, leaving the parent intact, but you don’t add new
elements/attributes to an existing namespace.
As with so many things, I fear this is tribal knowledge that we’ve never recorded.
