If a submitter cannot find anyone on the standards list or amongst the people they know
willing to help handle this part of the Author role, then I think that suggests quite a
bit about how much interest there is in the XEP.
Furthermore, I think this is essentially a mild formalisation on what the existing
de-facto process is; so absent a strong reason to chnage the existing process, I'd
rather we document something that matches.
