[Standards] Proposed XMPP Extension: End-to-End Encrypted Contacts Metadata

The XMPP Extensions Editor has received a proposal for a new XEP. Title: End-to-End Encrypted Contacts Metadata Abstract: This specification describes how to encrypt contacts metadata to minimize server exposure.
