[Council] VOTE: JEPs 04 and 09 (x:data and rpc)

Now that JEP-0001 has been approved (along with the IPR Policy), it's safe
for us to advance JEPs 04 and 09 to Final. In the Council meeting just
now, DJ, pgm, jer, Rob, and mass all voted +1 on these two JEPs. Votes
from Ryan, hildjj, x-virge, and temas would be appreciated on the list.
