[Foundation] Organizational Proposal

Peter, this is very nice. I was not able to make the meeting, but I really
like the sharp focus in this document.

Lets get started as soon as possible. As I said earlier, I'll volunteer
to manage the JEEPs as overall co-ordinator.

I'll update the JEEP's 1 and 2 this weekend to adhere to Peter's post, 
especially the Jabber council part for the protocol extensions.

Presumably the council has to decide whether to accept the initial strawman
format..
