[Foundation] Jabber Council Candidate Application - Last Call

I thought Jeremie is BDFL of the council, so he's automatic
(bdfl=benevolent dictator for life)

I think we need a few core jabelin developers, jabber.com server developers,
the person doing the windows and MacOSX ports.

So perhaps this ought to be posted on jdev?
