The % of funds which are not directed will be applied to, as you
suggest, discretionary items and overhead. The goal is not to have money
sitting in the bank account doing nothing, nor is it to apply against
overhead which should not exist, but initially at least, it will be nice
to build up a small amount of JSF 'buffer' cash. Over time, as we
actually have money to deal with, we'll create a mechanism of allowing
the membership to direct funds towards projects which it believes are in
the best interest of the Foundation.

Looks good to me.  I'm curious to hear what the actual corporations
think though.  I'm also curious what happens to the rest of the
sponsorship money if only xx% goes to a particular project.  Is the rest
discretionary funds for projects or is it all administrative overhead?
