[Foundation] Board Questions

The structure of the JSF delineates a line between the Board and the 
Council with the former focusing on business issues and the latter on 
technical issues.  But there is some overlap.  For example, the Board has 
to establish "policies, procedures and standards" that the Council uses to 
make technical decisions.  These things are by their nature concerned with 
technology but mostly at a "meta" level.  And the Council will be involved 
in analyzing some of the business issues in order to help define a set of 
standards for the use of the word "Jabber" if the trademark migrates to 
JSF control.  

Of course, the membership will drive all of this.
