[Foundation] elections & annual meeting (again)

This seems fine to me.  I think it is important to post this prominently on
the website both on the main page's news bar and in the foundation section.
After all, we will be booting people from the members list if they somehow
miss things.  :)

I'd also like to propose a more standardized format for messages of the
"announce" or "vote" type to the list.  I can see people skimming the list
and possibly not seeing the important emails amidst the chatter.  I have
this tendency when I'm on the road and checking my email via webmail in
kiosks or what have you.

Perhaps using [ANNOUNCE] in the subject line for all critical membership
announcements (any that can affect your membership status or related
directly to a member's responsibilities).  [VOTE] for preannouncements of
votes.  And maybe [CFV] for "call for vote" announcements which should
probably be announced (first call), remindered (second call), and then a
final warning (last call) during voting.
