[Foundation] proposed agenda item: new members

Meeting is defined elsewhere, and we'd treat proxy votes the same way, so
essentially you'd use memberbot (or some successor to memberbot) and those
votes would be presented as proxy votes in the actual meeting, which might
happen via phone or even groupchat once we have non-anonymous rooms.

The membership form is inactive until we need to activate it for a
membership drive.
