By whom, how, when, to what level. I'd reword this so that it is at the
discretion of the board (within the limits of the statue they are
incoprerated under) to adequately establish this

	Remote communication may include at the discretion of the
	board email or an an on-line voting system, provided that the
	identity of a Member and his or her vote can be demonstratably
	verified to the Board/Secretarys/.. satisfaction.
