[Foundation] conf call facilities for annual meeting

I think requiring a individual access code would be a Good Thing (tm). I
agree with you, I don't think non-members should be on the call, for
obvious reasons. Our secretary will be taking notes that could be made
public post-meeting, but as this is an official meeting, it probably
should be locked down to members only. (At least, members only can
communicate, I suppose a facility for non-members to listen wouldn't be
necessarily bad.)
