[Foundation] proposed agenda item: remote communications for meetings

OK, I know you're all getting sick of this (I am too), but I need to
propose one more voting item for the annual meeting agenda. I hereby ask
for people to second the following proposal:


RESOLVED that the following paragraph be added to Section 3.1 of the JSF

Subject to Board of Directors approval and compliance with applicable law,
remote communication may include online text conferencing, provided that
the conferencing system verifies the identity of voters to the
satisfaction of the Secretary.


EXPLANATION for those who care... :)

Item #4 on the agenda (http://www.jabber.org/discuss/2002-09-04.html)
addresses remote communication for the purpose of voting (Section 3.9 of
the Bylaws), not for the purpose of official meetings of the JSF. In order
to hold official JSF meetings via groupchat, we need to amend Section 3.1
of the Bylaws, and that is what the paragraph proposed above will do for
us. Without this proposed amendment, we could vote via memberbot but we'd
still have to hold the official meetings in person or via conference call.
Which is sub-optimal. So please help us out by seconding this proposal by
midnight MDT today (which is actually 06:00 UTC tomorrow). Current and
future JSf members will thank you.
