[Foundation] VOTE: agenda for annual meeting

BTW, I have been chatting with one of our esteemed members and he
suggested that during the period 2002-08-29 -> 2002-09-03, we accept
voting on the Bylaws changes *and* Board + Council for those who missed
the first memberbot window for the latter vote. This seems acceptable to
me, since I would like to give people as much opportunity as possible to
vote on our leadership. So I will modify memberbot to handle both types of
votes during that time period.

Any objections? :)
